CITIZEN PARTICIPATION LEVEL BY DIGITAL CHANNELS: THE CASE OF MUNICIPALITIES FROM ARGENTINA

Abstract

This paper measures the level of digitalized citizen participation in municipalities from Argentina. There are not studies in the region that offers objective indicators in the subject. Websites as well as official social networks from municipalities in Argentina with at least 150 thousands inhabitants were explored between July 15th and august 15th 2022. A Digital Citizen Participation Index is built by using aggregate dimensions such as statistics of participation, types of projects, media or digital platforms, web content and social networks audience. Among the 36 municipalities analyzed, CABA, Bahía Blanca, Mar del Plata and Cordoba are the fourth best positioned municipalities. Results show that the higher the population size or the tax collection, the higher the index value will be.
